Activists in Italy Collect Half a Million Signatures in One Week

Cannabis activists in Italy were challenged to collect 500,000 signatures by September 30 for a referendum approved on September 11. On September 20, activists met their goal with ten days to spare. Even though they’ve collected the required amount of signatures, activists continue to collect them. This is a way to show the public’s support of the cannabis referendum proposed. This referendum is the first of its kind in not only Italy, but in all of Europe, where personal cultivation of cannabis isn’t legal.

“Here we are, here’s the number that makes it all true! More than 500,000 online signatures in one week for the #ReferendumCannabis,” the campaign announced on Facebook

The quickness and response from the Italian public seems incredible. A new law states voters can sign petitions and referendums digitally instead of in person and on paper. All eligible voters in the country can sign the referendum with ease. 

Referendum

The referendum in Italy would decriminalize home growth of cannabis, psilocybin mushrooms, and a handful of other psychoactive plants for personal use. The referendum also looks to eliminate prison sentences surrounding most cannabis activities. One penalty removed would surround driving. 

Previously, drivers could lose their license for up to three years if they had consumed cannabis at any point prior to driving. Even if they remained sober at the time. If a drug test came back positive, then a driver could lose their license for up to three years. Under the referendum, this law would become removed, saving drivers from losing their license while not intoxicated. However, if an individual is driving under the influence, penalties remain in place. 

Response

Translated from an Italian news wire article, activists wrote a response for the need for their referendum. The group wants to legalize  “the cultivation, sale and consumption of cannabis is one of the most important social issues in our country. A theme that crosses justice, public health, safety, business opportunities, scientific research, individual freedoms and, above all, the fight against the mafia. 

“There are 6 million cannabis users in Italy, including many patients often left alone by the state unable to receive therapy, despite regular prescriptions. These Italians today have only two choices: to finance the criminal market in drug dealing squares or to grow cannabis at home risking up to 6 years in prison. A debate that can no longer be postponed and must be faced with every democratic tool.”

One of the political parties responsible for the referendum, Italian Radicals, spoke with local news. “This is an extraordinary day, not only for the promoters but also for the citizens,” said Italian Radicals member Senator Emma Bonino. “The incredible participation of young people in the extraordinary mobilization on the Cannabis Referendum shows that when they are given a voice, they are ready to take action.”

Next Steps

By September 30, the cannabis activists in Italy will submit their collected signatures. Then, each signature must be verified by the Court of Cassation and the Constitutional Court. If this happens, then the referendum will go on the spring 2022 ballot. The Italian president will set a date for the upcoming vote. This referendum would make Italy the first European country to legalize the cultivation of cannabis and psychedelics for personal use.
